38mm Won't curl my hair!:(?

I got a new curling tongs yesterday a 38mm Tony and Guy curling tongs. So my hair is long about to my bellybutton but it's fine(thin) I tried using it yesterday but my hair needed a wash so I used it today after a shower and still not much better! It's not really about split ends, my hair just gets dry and frizzy and damaged. I've tried using good conditioners, but that doesn't help. The worst part of my hair is my bangs! they are so dead I can't even curl or straighten them anymore because they just dont respond to anything...help me!
