My mom won't let my brother have a perm - what should I do?

My brother's 14 and wants a perm, not a really curly one, but soft curls/waves and my mom keeps saying no. Now my brother wants me to either give him a perm at home (which I don't think is a good idea) or change my mom's mind (which I don't think I will be able to do either). So what should I do?
